Guidance Allocations for 2019-20 school year

May 8, 2019

Earlier this year, the HRCE formed a working group to examine current Guidance Counsellor allocations and develop recommended allocations for the 2019-20 school year. The group included several principals, vice-principals and guidance counsellors. An external facilitator was hired to guide the group throughout their work.

Principles

The working group developed the following principles as they worked through their task:

  1. Every school will have a Guidance Counsellor allocation;

  2. Guidance Counsellor circuits are to be created and remain within the Family of Schools where possible;

  3. Guidance Counsellor circuits will not exceed three schools;

  4. The goal is to staff each school at the provincial ratio of 1:500 respecting additional factors such as system coverage, circuit flexibility and needs criteria (as agreed by the Guidance Allocation Working Group).

Outcome

The Working Group met over several days and developed an allocation plan for Guidance Counsellors. The plan includes:

  • For the first time, all HRCE schools will have a Guidance Counsellor allocation. (In 2018-19, 15 schools did not have a Guidance Counsellor allocation);

  • For the first time, the HRCE will meet the provincial ratio of 1:500 for Guidance Counsellor allocations in 2019-20;

  • Guidance is a valued resource to all schools. Any adjustments that are occurring for 2019-20 have been made respecting the principles above.

Historical Allocations

Here is the breakdown on Guidance Counsellor allocations for the past five years:
